Syria: The Start of a Long Night of Sorrow.

On 13 March 2011 in Derra, in the south of Syria, 15 teenage boys were arrested by Syrian security police for having written hostile graffiti against President Bashar Al-Assad on a school wall. The arrests led to non-violent protests in Derra and by 15 March the protests had spread to other Syrian cities.

Arab Spring.

There were social, economic and ecological conditions in the country  which set the stage for such protests. Corruption, unemployment, high population growth, limited resources and a hugh budget for oversized security and military forces; were main obstacles for economic reforms. There was also the spirit of the “Arab Spring”; which had started earlier with the January 2011 end of the government of Ben Ali in Tunisia.

Unlike earlier protest movements in Syria; which were based on religious or ethnic; especially Kurdish identity, the early 2011 movement stressed the unity of all the people and their demand to have recognized their dignity. Women participated actively. Social media via the INTERNET was widely used.

Police and Military Violence.

Fairly quickly the protesters stated to structure themselves in cities and larger towns. Protesters started to form local councils and to take up local administrative tasks. In 2011; Syria was a police state but under administrated concerning services of education, health and other public services. Rural areas were even less administrated. There was a strong rural to urban migration, especially to larger towns. Social service needs were not met.

The government responded to these demonstrations with police and military violence. By mid-April; a peaceful demonstration in Homs was repressed with a good number of demonstrators killed or wounded. Arrests, often followed by torture, became widespread.

Silence Any Opposition.

There were 12 different branches of the security forces and prisons were overcrowded. While there were local leaders of protests, there were no nation-wide leaders. With no identifiable leaders to arrest, the security forces arrested anyone who looked like a potential troublemaker. Due to the regime’s determination to silence any opposition, Syria’s political culture regressed into fear with an end to independent periodicals and intellectual forums.

By the end of 2011, the government increasingly called upon the regular military to replace the specialized security forces which were too few to deal with the spreading protests. Protesters started to carry weapons. Some of the regular military  who were of the same background as the protesters started to desert and to take their weapons with them.

A Non-Violent Civil Protest to a Violent Civil War.

Thus; the Syrian conflict was transformed from a non-violent civil protest to a violent civil war, leading to a large number of persons displaced within the country and a large number of refugees, especially to neighboring countries – Jordan, Turkey, Lebanon but also to Western Europe.

However, as the conflict grew several regional and international actors involved themselves: Russia and the USA, Iran, Turkey, Saudi Arabia, Qatar, Israel, Lebanon with Hezbollah as well as the Jihadist Islamic State in Iraq and al-Sham (ISIS).

However, efforts at mediation have been carried out nearly from the start by the Arab League, U.N.-appointed mediators, and broader U.N.-sponsored meetings in Geneva. While the mediators have made detailed proposals none have been acted upon.

Therefore; there have also been a few non-governmental efforts at mediation or at least efforts to keep avenues of communication open or to widen the persons involved, especially by increasing the role of women. On behalf of the Association of World Citizens, I have been involved in some of these non-governmental efforts but I have seen few advances. The long night of sorrow continues but we must watch closely for a possible dawn.

A Day of Deeper Peace.

21 September is the U.N. sponsored International Day of Peace chosen to mark the annual start of the U.N. General Assembly.  The General Assembly touches upon all the armed conflicts and tension areas. It can highlight the peace missions of the U.N. peacekeeper troops at work in different parts of the world.  Often, there are informal talks behind the scenes among the representatives of States in conflict. 

However, there is little or no avenue for talks with non-State armed groups such as ISIS.  Non-governmental organizations (NGOs) have no direct standing with the General Assembly.  Consultative status is granted by the Economic and Social Council.  However, NGO representatives are active in the hallways and coffee bars during the General Assembly, and government representatives become aware of their suggestions.

However, a deeper approach to peace building is necessary, and the Day of Peace is a moment when these deeper approaches can be expressed. Thus, the Association of World Citizens has stressed the peacebuilding approach of Louise Diamond.

Louise Diamond, a co-founder of the Institute for Multi-Track Diplomacy in Washington, DC, works in areas of inter-ethnic conflict to empower peacebuilders.

Our power to empower is perhaps the most important role we can play in the 21st century. The more individuals who feel empowered to work in their own systems for peace and conflict transformation, the closer the world comes to that critical mass that will allow for a massive leap of consciousness, allowing new processes for peace that were previously unimaginable to become normative and easy.” She stresses that the Spirit of Peace is a living process, encoded in our hearts, embodied in our words, expressed through our thoughts and empowered through our choices. Peace “is the everyday practical matter of how we can live together harmoniously, dealing creatively and effectively with the inevitable differences, hurts and fears that arise in human relationships… On a larger scale, peace is a political goal of nations and peoples; on a smaller scale, inner peace is a personal goal for those of us who are trying to live more consciously within this frenzied world.” (1)

The world can seem   frenzied  as:

a new cycle is beginning, one that stems from the recognition of the fact that we are one. Favoring a relational, intuitional, opportunity-oriented way of thinking and a community, inter-connective, partnership approach to social relations, this new way of being is built on our emerging understanding of universal truths: matter is energy with meaning and motion. Life is not static; it is flow. We are not broken, we are whole. If we oppress others, we oppress ourselves…Even as the old systems disintegrate and fade away; pioneers among us are creating new ways of living and working together that honor the truth of our oneness. I happen to believe that peacebuilding is at the forefront of this wave, and that its pioneers are and will be among the greatest champions of a new era.”

 

Louise Diamond’s views will be familiar to those who deal with individual therapy .As she writes:

I found that whether I was working with individuals, couples, families or organizations, the work was inevitably about the issues of power and healing. In short, people were struggling to find peace and balance within themselves and to live and work harmoniously with each other.”

Her road map for action is based on four principles based on faith and common sense but that are also the lessons learned from experiences – her own and that of other peacebuilders whose views she shares.

These lessons have to do with our basic unity and wholeness, our interdependence, the power of love for reconciliation, and our ability through conscious thought and action, to shape the world we live in.”

Hers is n inquiry into the practical implications of these spiritual lessons.

Day of Peace

 

How do we heal ancient wounds and restore justice?. How do we ensure healthy communities?

Peace can be envisaged as having three basic aspects – the water, ice, steam analogy. The most fundamental aspect – the water stage – we could call “metaphysical” and has to do with peace as order, harmony, and unity. Then there is the “serenity” aspect, often an inner peace, which is expressed as calm, tranquillity, equanimity. This calm, however, is also a source of energy, a will to action. “For me, peace is literally a powerhouse of strength. I experience peace as a specific vibration of a dynamic state of being, which, like a song, radiates from my heart and soul.” The third aspect is that of “relationship – agreement, accord, rapport. The Spirit of Peace reminds us that these three aspects are really one.

Peace as harmony, order, tranquillity is very close to the Taoist image of the Tao. As in Taoism, there are many avenues to tap into this flow of peace: music, poetry, dance, communing with nature, making love, deep relaxation, prayer and meditation.

When we tap into that energy, we have access to vision, intuition, creativity, synergy, and the power of miracles – resources of mind, body, and spirit far beyond our day-to-day awareness. When we rest there, we are at home; we have found peace. The Spirit of Peace arises from this place. Our work, when confronted with our small-minded sense of separation, our lack of harmony, our experience of conflict, is to center home. (By ‘centering home’, I mean touching the Source within myself.)” 

By touching the Source, we awaken to what we need to carry us to new levels of thought and action.

Louise Diamond deals with the shifts in vision and attitudes necessary for the Spirit of Peace to fill our lives. There are, of course, other aspects of building a peaceful society. There are often needs to build new political and economic institutions and to formulate new policies. Yet attitude change, at a deep level, is essential. Many, I believe, will find Louise Diamond’s book both very clear and profound.

Afghanistan Appeals

Start of a New Round in Afghanistan?.

There are real dangers of increasing armed conflict and regression of civil society in Afghanistan as the Taliban advance and opposing forces organize. On 5 August 2021, the United Nations Security Council met under the presidency of the Ambassador of India, T.S. Tirumrti. The Council heard a report from the the U.N. Secretary-General’s Special Representative for Afghanistan who said that the country was at a dangerous turning point.

Regional States – Pakistan, Iran, China, India and the Central Asian republics – are all involved in different ways. The withdrawal of the U.S.A. and NATO forces is not complete, and private contractors will stay on. There is a flow of refugees. Persons who had worked for the U.S. or NATO troops are being given refuge abroad. Many other persons are also looking at the possibility of leaving, and few are considering returning from abroad.

Since its overthrow in 2001, the Taliban has regrouped, launched an insurgency and has assumed control of a significant portion of the country. In addition to the Taliban, there are an estimated 10,000 foreign fighters in some 20 Islamist groups who are also anti-governmental. Among these are fighters from the Islamic State (ISIS) who had been active in Iraq and Syria. Many of these foreign fighters operate independently from the Taliban.

There have been different efforts to facilitate meaningful negotiations among government representatives, the Taliban, representatives of civil society and other groups from within Afghanistan. These negotiations seem to be at a standstill and have produced no clear guidelines for a lasting settlement. It is impossible to know what discussions among more limited groups may be going on. There may be discussions with a low profile or under the cover of religious authorities. There may be locl initiatives for a local ceasefire. However, the results of earlier talks does not make one optimistic on an overall agreement.

Since the start of the Soviet intervention in January 1980, Afghanistan has become increasingly divided, and the population war weary. After 2001, a good number of non-governmental organizations (NGOs) became active, often in cooperation with foreign NGOs. Education and health services were developed. At this stage, it is difficult to know what lasting impact these NGO efforts will have. To some extent foreign NGO workers depended on U.S. and NATO troops for protection. It is likely that the protection of foreign NGOs will not be a high priority for governmental troops and may be prime targets of the Taliban.

The current complexity of international relations, with only weak efforts of cooperation for peace processes with the United Nations system and shrinking space for civil society efforts are the dark background of the current Afghan situation. The growing dangers of violence and repression may creat a new energy for peacemaking or on the opposite, discouragement and fear. The situation merits close analysis to see if there are any opportunities for positive action.

Religious Appeals

Religious Liberty: Continuing Efforts by NGOs Needed.

22 August has been set by the United Nations General Assembly as the

“International Day Commemorating the Victims of Acts of Violence Based on Religion or Belief”.

Due to Nazi and Japanese militarist persecution of religious groups during the Second World War;   freedom of religion and belief was on the U.N. agenda from the start of the organization. The issue is at the heart of article 18  of the Universal Declaration of Human Rights;  proclaimed in 1948.

Religious non-governmental organizations (NGOs);  were active during the San Francisco conference;  at which the drafting of the U.N. Charter was completed. It was due in part to their active efforts  that an article creating a consultative status for NGOs;  was included into the U.N. Charter. NGOs in consultative status with the U.N;  can make U.N. bodies aware of issues by providing timely;  factual information. Often NGOs will address matters to U.N. agencies;  when governmental delegations keep silence. The duty of NGOs is not to speak against States;  but for the interests of humanity and human rights.

Spiritual But not Religious.

Although religious NGOs have had a wide range of interests to stress at U.N;  meetings and conferences;  such as the status of women, ecology, food policies;  liberty of religion and belief;  has always been a concern. The concern of religious liberty is not limited to religious NGOs;  but is also championed by secular NGOs;  such as Amnesty International and the Association of World Citizens.

Over time;  there has developed a fairly large number of people;  who consider themselves as “spiritual but not religious.” There has been the development of a growing number of associations devoted to practices;  which have their roots in religious traditions;  but can also be independent such as yoga, meditation, Chi Quong. Such associations often fall outside the usual governmental protection of religions – their tax status or other facilities concerning their buildings and properties.

Article 18 of the Universal Declaration of Human Rights.

The U.N. holds that the religious liberty provisions of Article 18 of the Universal Declaration;  are not limited in their applications to traditional religions;  or to religions and beliefs;  with institutional characteristics or practices  similar to those of traditional religions. Thus;  newly established movements and religious minorities should be protected.

Article 18 of the Univesal Declaration of Human Rights is developed in detail by the: 

“Declaration on the Elimination of All Forms of Intolerance nd Discrimination Based on Religion or Belief”.

Adopted by the General Assembly on 25 November 1981. The Declaration recognizes that every individual has the right to freedom of thought, conscience, expression, and religion. The importance of inter-religious dilogue; is stresssed as is the need for intensified efforts to protect the right to freedom of thought, conscience, religion or belief and to eliminate all forms of hatred, intolerance and discrimination;  based on religion or belief.

There is a hope that tolerance and pluralism will strengthen democracy;  facilitate the full enjoyment of all human rights; and thereby constitute a sound foundation for civil society;  social harmony and peace. Yet we are fully aware that forces of aggressive nationalism;  absence of religious tolerance;  religious and ethnic extremism continue to produce fresh challenges.

The Islamic State (ISIS).

A tragic current example of victims of acts of violence based on religion or belief;  is that of the Yazidis of Iraq at the hands of the Islamic State (ISIS). The Yazidi world view is Zoroastrian;  a faith born in Persia proclaiming that two great cosmic forces;  that of light and good;  and that of darkness and evil are in constant battle. Humans are called upon to help light overcome evil.

However;  the strict dualistic thinking of Zoroastrianism was modified by another Persian prophet: Mani of Ctesiphon in the third century CE.  Mani tried to create a synthesis of religious;  teachings that were increasingly coming into contact through travel and trade:  Buddhim and Hinduism from India;  Jewish and Christian thought;  Helenistic Gnostic philosophy from Egypt and Greece as well as many smaller;  traditional and “animist” beliefs.

Demon Worshipers.

He kept the Zoroastrian dualism as the most easily understood intellectual framework though;  giving it a somewhat more Taoist (yin-yang) flexibility. Mani had  lived in China. He developed the idea of the progression of the soul;  by individual effort through separate lives through reincarnation – a main feature of Indian thought. He combined the idea of spiritual progress through different lives;  with ethical insights of Gnostic and Christian thought. Unfortunately;  only the dualistic Zoroastrian framework is still attached to Mani’s nme: Manichaeism. This is somewhat ironic as it was the Zoroastrian Magi;  who had Mani put to death as a dangerous rival.

Within the Mani-Zoroastrian framework;  the Yazidi added the presence of angels;  who are to help humans in the constant battle for light and good. The Yazidi place great emphasis on Melek Tauis;  the peacock angel. Although there are angels in Islam;  angels that one does not know could well be demons;  and so the Yazidis are regularly accused of being “demon worshipers”.

Collateral Damage.

There are probably some 500,000 Kurdish-speaking Yazidis in Iraq. Iraq demographic statistics are not fully reliable. Yazidi leaders may give larger estimates by counting Kurds;  who had been Yazidis;  but had been converted to Islam. There had been some 200,000 Yazidis among the Kurds of Turkey;  but now nearly all have migrated to Western Europe, Australia and Canada. There are smaller groups of Yazidis in Syria, Armenia and Georgia. (1)

The Yazidis have often been persecuted for their beliefs;  and as part of the Kurdish-speaking community. This was true during the period of the Ottoman Empire;  as well as during the Arab Ba’th Socialist Party rule of Iraq. However;  the most recent and dramatic form of persecution came at the hands of the Islamic State (ISIS).

The Association of World Citizens stressed that the policy of the ISIS leadership was genocide – the destruction in whole or in part of a group. The killing of the Yazidis is a policy and not “collateral damage” from fighting. While ISIS has lost much of the territory in Iraq and Syria that it once held;  the trauma  continues. The Victims of Acts of Violence Based on Religion or Belief call upon NGOs for continued speedy and effective action.

David Cortright Book Reviews

David Cortright Peace: A History of Movements and Ideas

David Cortright;  Director of Policy Studies at Notre Dame’s Kroc Institute for International Peace Studies;  and an activist especially on nuclear arms issues;  has set out a clear and up-to-date history of the ideas and movements that make up the colors on the peace pallet.

Sometimes Alone and Sometimes in Combinations.

Peacemaking has always been an art rather than a science.  As with painting;  there is a pallet with a range of colors;  and it is up to the artist to know how to combine these colors;  sometimes in pure form;  and at other times mixed together to paint a picture;  sometimes of a peaceful field;  and at other times a scene of revolt. 

As with colors in art;  there are a limited number of ideas which can be used;  sometimes alone and sometimes in combinations.  Likewise;  there are a limited number of people in the peace brigades;  and they are usually found in different campaigns;  often the same people in different uniforms. Open conflicts provide us with test cases of how ideas concerning peace;  and conflict resolution can be put together;  and we see how the peace brigades will form themselves to meet the challenge.

The Hague Legal Spirit.

David Cortright gives us a good overview of the development of the 19th century peace societies.  They were born in the USA and England from the success of collective action against slavery;  and the slave trade.  If the age-old institution of slavery could be abolished by a combination of law, religious concern;  and changing public opinion; could not war be abolished in the same way?  Religious-motivated action;  work to influence public opinion; and legal restraints on war have continued to be the chief colors of the peace pallet.

The Hague Peace Conferences of 1899 and 1907 were milestones in the development of world law;  of faith in the power of mandatory arbitration;  and for the need of world courts.  The Hague legal spirit was most prominently displayed slightly later by President Woodrow Wilson;  who had long espoused arbitration;  the strengthening of international law and multilateral cooperation.

The League of Nations and the United Nations are the embodiment of the Wilsonian vision. As H.G. Wells wrote in The Shape of Things to Come  “For a brief interval Wilson stood alone for humankind…in that brief interval there was a very extraordinary and significant wave of response to him throughout the earth.”

“Father Figure”

Wilson remains the ‘father figure’ of peace through law;  and multilateral governmental action just as Mahatma Gandhi does for non-violent action.  As Martin Luther King Jr. wrote “Gandhi was probably the first person in history to lift the love ethic of Jesus;  above mere interaction between individuals to a powerful and effective social force on a large scale.” Peace efforts require images for a complex set of ideas;  and Wilson and Gandhi provide that image of the heroes of peace.

Wilson and Gandhi represent the two steady sources of inspiration for peace workers — those working for the rule of law;  and human rights and those working to translate religious insights into political action.  

“Duty to Protect”.

Today;  as the conflicts in Yemen;  and Syria-Iraq-ISIS grow in intensity and spill over to influence Turkey;   we face many of the same issues that faced peace workers in the conflicts of former Yugoslavia: what are the sources of legitimate government;  and when does a government cease to be legitimate? Is there really a ‘duty to protect’;  and when does this duty become only a cover for power politics as usual?.  How do peace workers act in “far away places”  in which both legal and moral issues are not clear.

Peace remains a painting in process; the colors are often the same, the shapes painted change. David Cortright has given us a good history, but there are no ‘how to’ guides for action.

Ceasefire in Libya Appeals

Ceasefire in Libya: A Gift for U.N. Day?

(Geneva).   On Friday 23 October 2020;  Stephanie Williams;  the U.N. acting Special Envoy for Libya said that the  representatives of the parties in Geneva had agreed to a ceasefire starting 24 October;  U.N. Day.  All military units and armed groups on the front lines  are to return to their camps.   All mercenaries and foreign fighters in Libya;  are to depart  within a maximum period of three months;  from 24 October.

Both the Russians and the Turks have sent mercenaries to back their interests.  The Russians have used the “private” security firm Wagner;  first founded to back Russian interests in Ukraine.  The Turks have sent Syrian militias friendly to Turkey;  with promises of money and Turkish citizenship.

Since the outbreak of armed conflict on the outskirts of Tripoli on 3 April 2019;  many persons have been killed and wounded. Migrants and refugees;  being held in detention centers have suffered.  The humanitarian situation has degraded dramatically.  In the recent past; all the armed factions have violated the laws of war;  and have a sad record of abuses against civilians.

A Lightning War.

General Khalifa Hifter hoped his attack would be a blitzkrieg ( a lightning war). He badly underestimated;  he degree of military response that he would meet from the militias loyal to the Government of National Accord;  led by Prime Minister Fayez al-Sariaj.

Libyan society faces large and complex issues  in order to create a stable administrative structure of government;  that takes into consideration the geographic and ethnic diversity of the country. There are three distinct regions;  which must have some degree of autonomy: Tripolitania and Cyrenaica;  both bordering the Mediterranean and Fezzan in the southern Sahara.  Within each of the three regions;  there are differing and often rival tribal societies which are;  in practice;  more kinship lines than organized tribes. (1)

There are differing economic interests and different ideologies ranging from “Arab Socialism” to the Islamist ideology of the Islamic State (ISIS);  which has spread from its Syrian-Iraqi base.  The Association of World Citizens has proposed the possibility of con-federal constitutional structures. However;  the first priority in the U.N.-led negotiations was to reach a ceasefire. We must hope that it will hold and that discussions on constitutional structures will follow.
